Keiichi accidentally calls the Earth Assistance Hotline and summons a fourth goddess named Peorth, who eagerly awaits his wish so that she can fulfill his "heart's desire".
Summary
A goddess in Heaven senses a mortal's heart is crying out for help, and she vows to grant their deepest, darkest desire as soon as they're ready.
At home, Keiichi receives photos he took from the camera he recently purchased from Megumi for ¥30,000 in the mail. He's so impressed by the final product that he goes to the phone and tries calling Megumi to talk about them, but he accidentally calls something called the "Earth Assistance Hotline", with the woman on the other end saying she will immediately come over there and take care of him. True to her word, she materializes in the room from the light emanating from Keiichi's camera lens, and she introduces herself as Peorth, a first-class goddess.
Keiichi is speechless after realizing that he called another goddess, but after explaining that she's come down from Heaven to grant his heart's desire, Peorth is also surprised to learn that there's not one, not two, but three goddesses already living with him! Belldandy is the last to greet Peorth, but her warm welcome is rebuffed by the newcomer, as the two of them work for rival goddess agencies and she's here because Keiichi called her, something that immediately makes Belldandy uneasy.
Peorth asks Keiichi what his wish for her is, since she'll leave as soon as it's fulfilled, but he says he doesn't have one. Peorth doesn't accept that answer, and Keiichi quickly comes up with a wish: to return to Heaven. That proves to be a mistake, as Peorth summons a storm of prickly roses to attack Keiichi with because she won't tolerate being mocked like that. She then assumes that three goddesses are living with Keiichi because he is unable to make up his mind, but Keiichi tells her the extent of his admittedly unreasonable contract with Belldandy, that she will stay with him always.
Peorth gets confirmation from Heaven about Keiichi's contract later that evening, but as there are no rules covering overlapping contracts for mortals, and because she doesn't want to return without granting a wish, she decides that she'll be stay with them until Keiichi tells her his wish; worse yet, she won't accept anything less than what comes from the very depths of his heart and soul. While she exits their tea room, Keiichi comforts a seemingly worried Belldandy, saying he'll just make some silly wish to make Peorth leave, but Peorth believes she heard his "suppressed and repressed carnal desires" and will stop at nothing to make him confess them.
Keiichi struggles to come up with any wish that could satisfy Peorth when Belldandy calls him to have dinner with her, but Peorth greets Keiichi in the hallways and drags him to the dinner she prepared for him by hand. Keiichi tries kindly rejecting her offer, but Peorth's feast comes alive and she tells him that the food insists upon being eaten. She leaves him alone in the room and is delighted with herself just as she is confronted by Urd, who was drawn by Keiichi's screaming. She casually accuses Peorth of trying to bend him to her will with her food, and Peorth's attempt to play innocent fails as an exhausted Keiichi meanders out of the room and thanks her for dinner.
Urd flatly tells Peorth that her plans for Keiichi won't work, and as proof, she shows her a photo that Keiichi took of Belldandy with a joyful expression on her face, claiming it could've only come from the bottom of one's heart for someone they completely trust. Peorth isn't convinced, but Urd then shows her Keiichi enjoying dinner with Belldandy—despite having just eaten all of Peorth's food—just because he's that kind of man. Urd walks away, but Peorth's determination remains unshaken and she believes she was called here because Belldandy isn't performing her duty to Keiichi.
Keiichi takes a bath after dinner and continues thinking of a wish for Peorth when she suddenly bursts into the bathroom naked, offering to scrub his back for him. Ignoring his reluctance, she hops into the bathtub with him and begins scrubbing him all over, including there, as this is part of the "basic" package for the Earth Assistance Hotline. After Keiichi gets out, he feels like Peorth scrubbed his skin off but admits that it felt really good. He is again confronted by Peorth in the hallway, who decides to change his ordinary bathrobe into a pink, brushed-silk robe, as that's an outfit that sets her heart aflutter, but Keiichi asks her to stop "afluttering" and change his robe back.
Keiichi senses danger right before entering his room and peeks inside, discovering Peorth has transformed it into a luxury suite and has lain out on the bed wearing lingerie in preparation for the "expanded" service package she will provide him with. Keiichi evades the trap and finds Belldandy in her room, explaining that Peorth has "occupied" his. Belldandy gets up to make Peorth leave before Keiichi stops her, as he doesn't want her to actually see what she had done to his room and lies that she's sleeping in there.
Belldandy asks Keiichi if he's come up with a wish for Peorth yet, but he admits that he can't come up with anything because he likes their home exactly as it is and doesn't want to make any changes to it. Belldandy then asks him if the wish he made to her was the right thing to do, and Keiichi tells her that it was because he meant it from the bottom of his heart, which he believes was the reason it was accepted. It's an answer that pleases Belldandy, and Keiichi soon falls asleep in her lap. However, Belldandy tells herself that she fears that one day, his wish will make him unhappy.
Meanwhile, Peorth ponders exactly what seductive greeting she should say to Keiichi when he comes, while wondering how late he goes to bed.
