Nekomi Institute of Technology student Keiichi Morisato accidentally calls the "Goddess Helpline" after trying to order takeout. He is met by the goddess Belldandy, who can grant him any one wish. Keiichi jokingly wishes for her to be with him forever, but his wish is actually accepted, and he and Belldandy enter into a contract protected by the "Ultimate Force". Unfortunately, Keiichi is kicked out of his dorm for violating their rule against women, and the two of them must find a place to stay.

A ringing phone wakes up Nekomi Tech student Keiichi Morisato, who is annoyed at having to stay in his dormitory and answer calls for his senpais while they're away. A growling stomach convinces him to try and order Chinese takeout for dinner, but his choices of restaurants don't deliver that early, are closed, and don't answer at all, respectively. Undeterred, he keeps trying to call numbers, only to inexplicably call a woman from the "Goddess Helpline" who says she'll be visiting him. To Keiichi's shock, a woman enters through a nearby mirror and greets him!
This strangely dressed woman introduces herself as Belldandy, a goddess whose job is to help people in distress like him. As such, she can grant him any one wish. Keiichi briefly fantasizes about becoming wealthy and famous before thinking that Belldandy is part of an elaborate prank set up by his senpais to make fun of him for not having a girlfriend. Belldandy reads his mind and asks why he doesn't have a girlfriend, and Keiichi demonstrates how he's short, though Belldandy doesn't seem to understand the problem.
Nonetheless, Keiichi decides on his wish and points to Belldandy, telling her that he wants "a girl like you to stay with me forever." Keiichi wasn't too serious about that wish, but the marking on Belldandy's forehead suddenly glows and shoots a beam into the sky. Once it fades, Belldandy tells Keiichi that his wish was granted and that the two of them now have a contract maintained through an "Ultimate Force" that will keep them together. However, women aren't allowed in Keiichi's dorm, and Tamiya, Otaki, and Keiichi's other senpais suddenly return and find him with Belldandy. They quickly pack his belongings and kick him out for breaking the rules, a sign that the Ultimate Force is already in effect.
Keiichi is distraught at being kicked out, but when Belldandy asks if she's been a bother, he says he's okay with it as long as he's with a pretty girl like her. He then tells her that they need to find a place to stay and leads her to his motorcycle, equipped with a sidecar. Before they get in, he asks Belldandy if she can change into less flashy clothing, and Belldandy glows and changes into a pink and yellow outfit. They then try to find lodging from a couple of people, but without success.
They stop to have refreshments at a park bench when Keiichi asks Belldandy why she chose him specifically; Belldandy explains that people need to meet specific qualifications for goddesses to enter contracts with them. He also asks if it's possible for contracts to be broken; Belldandy is unsure, yet believes things will be all right as long as Keiichi needs her. She then tells Keiichi that they should go west, claiming that he will find what he seeks.
Riding again, Belldandy gives Keiichi directions almost too quickly for him to remember. Driving down a curved road, they nearly collide with a speeding car on a curved road before Belldandy uses her powers to lift the motorcycle and prevent an accident. Keiichi stops the motorcycle and notices that Belldandy looks exhausted. She tells him that go to an old temple just a kilometer from where they are. The next moment, she falls asleep, and it begins raining.
Keiichi reaches the temple and brings Belldandy inside, worried that she might catch a cold. He has a hair dryer with him, but he's unable to find an electrical outlet to use it. The next best he can do is put a blanket over her, but Keiichi himself passes out soon after.
A while later, after the rain lets up, Belldandy wakes up and discovers that Keiichi has a fever in his sleep. She uses magic to cure him and goes outside. She speaks a chant to the decrepit temple and restores it to its former glory. In the morning, Keiichi wakes up and goes outside to find Belldandy, who tells him they've received permission to stay here at the temple.
They go out to purchase some basic living necessities, but Keiichi spends almost all of his money, and it'll be a week before his family sends him any more. Belldandy, however, tells him that good news will come his way shortly. Keiichi starts fantasizing about what he and Belldandy could "do" together since they're living by themselves when Belldandy gets up to make tea. Keiichi also gets up, only to trip on a coffee can and fall on her. Keiichi tries building up the courage in the moment, but they're suddenly interrupted by the entrance of his younger sister, Megumi Morisato!
Megumi introduces herself and explains to Keiichi that she found him after learning from his senpais that he moved out and wants to stay here before she finds an apartment to live in while she attends college. Keiichi has to stop Belldandy from telling Megumi that she is a goddess, but Megumi then hands him the ¥40,000 their parents gave her for living expenses, saying he can have it. Keiichi's senpais also show up, and Tamiya mistakenly believes Megumi is Keiichi's second girlfriend. Once they clear up the confusion, they decide to party and celebrate Keiichi's moving in and Megumi attending their school in the Spring. To Keiichi's dismay, he and Belldandy won't be alone for the time being.
As the partying continues into the evening, Keiichi and Belldandy find themselves alone outside. Without saying a word, Keiichi musters the courage to put his arm around her shoulder, but to his surprise, Belldandy leans in on him.
Comparison to the Manga[]
This OVA episode adapts material from chapters one, three, and eight of the manga, with some notable differences:
- Chapter 1
- While sitting in his dormitory, Keiichi smokes a cigarette in the manga, but not the OVA.
- In the manga, Keiichi accidentally calls the Goddess Helpline by attempting to call Tamiya, but in the OVA he was trying to order food.
- Chapter 3
- When Keiichi and Belldandy reach the Temple Tarikihongan, it is completely abandoned before Belldandy restores it. In the manga, the Temple is cared for by a monk named Koshian, who soon after leaves the temple in Keiichi and Belldandy's hands.
- Chapter 8
- In the OVA, Keiichi only has ¥374 left to his name. In the manga, it's ¥520.
- In the OVA, Keiichi spent all his money buying accommodations for him and Belldandy to live in the Temple, but in the manga (where Keiichi and Belldandy had already been living in the temple for some time) they ran out of money because they travelled and attended a wedding.
- In the OVA when Megumi arrives, she hands Keiichi the money her parents had sent her for living expenses. In the manga, the money is originally intended for Keiichi.
