Peorth takes one of Urd's Love Seeds and alters it so that Keiichi will fall in love with her upon taking it, but it instead makes everyone fall in love with him!
Summary
Peorth again lets herself into Keiichi's room and wakes him up by warping her arms around him in his futon, much to his dismay. After getting up, Belldandy—concerned with Keiichi's well-being—asks him if Peorth is bothering him, but Keiichi denies it.
Meanwhile, Peorth wonders why Keiichi hasn't warmed up to her yet, and she suddenly suspects that it's because he's too "frigid" around women. Her plan to solve this problem leads to her Urd's room, where she rummages through her alchemical ingredients until she finds the Love Seeds. Believing that they are too jejune [simplistic] because they can make a person fall in love with anyone, Peorth makes some "improvements" to them and renames them "Love Drops", which will only make Keiichi fall in love with her.
Peorth exits Urd's room with her Love Drops and is immediately confronted by a worried Belldandy, who asks her to stop burdening Keiichi with her provocative behavior, even if she's just trying to fulfill her contract. Peorth brushes her off and asks her if she's giving Keiichi everything he wants, suggesting she isn't performing her duties as a First-Class Goddess while making Belldandy visibly feel bad about herself.
Keiichi works on his motorcycle outside in the shade of a tree, though he still suffers from the oppressive heat. Thankfully, Peorth comes to his rescue with a glass of cola in her hand, but his predictable hesitancy makes Peorth accuse him of thinking she'd drugged it. Out of shame, Keiichi accepts the drink, unaware that she had deftly placed the Love Drop inside when he wasn't looking. Keiichi drinks the cola and falls asleep under the tree, and Peorth estimates that the Love Drops will take effect in two hours, after which Keiichi will fall in love with her. Urd curiously approaches the two of them, but Peorth quickly shoves her away from Keiichi.
However, it's explained that Peorth hadn't accounted for something important: that the carbonation of the soda she placed the Love Drop in altered its properties, including accelerating its process as well as another thing.
Megumi approaches Keiichi under the tree, having come over to see the photos he told her about earlier. The moment Keiichi wakes up and looks at her, Megumi suddenly tells him that she loves him, not as a brother, but romantically. Keiichi panics and runs away, barricading himself inside the Temple with Megumi banging on the door outside. Skuld comes over to complain about the racket, but she falls under the same spell that gripped Megumi and falls in love with Keiichi.
Urd notices that one of her love seeds is missing and immediately suspects Peorth had stolen one of them. She finds Keiichi and asks about it, but she averts her eyes at the last moment and manages to avoid falling in love with him. With her back to him, Urd guesses that Peorth had accidentally altered the love seed into a generic drug that makes everyone fall for him.
Peorth's words earlier continue to trouble Belldandy as she does the laundry outside. She tells herself that she does want to give Keiichi anything and everything he desires, even if it weren't her duty as a goddess first-class, but that the time hasn't come yet. She goes to enter the Temple and runs into Keiichi at the door, but his sudden about-face makes him look at Urd, and she too falls in love with him, but thankfully she is distracted by arguing with Megumi and Skuld as to who can have him first.
Keiichi tries warning Belldandy about the drug Peorth gave him, but she hugs him from behind and asks if he doesn't want her to fall in love with him. While Keiichi fumbles his answer, Belldandy tells him that she needs to and wants to be here with him, and asks if that's okay with him, even if hard times await them in the future. Keiichi turns around and tells her that there haven't been and won't be any hard times for as long as she stays with him. This answer makes Belldandy very happy, and she sprouts her goddess's wings and emanates a bright light as Keiichi holds her in his arms.
Peorth comes looking for Keiichi after two hours have passed, and she is engulfed in the warm, overwhelming energy coming from Belldandy, and this wave spreads over the rest of Nekomi and makes everyone feel romantic inside. This energy also frees Megumi, Urd, and Skuld from the effect of the Love Drop.
Later, Keiichi eats watermelon with Urd sitting next to him. He asks her why the Love Drop didn't work on Belldandy, and she tells him that her potion wouldn't have any effect on a perfect match. And as for Peorth, Urd snuck her a potion in revenge that makes her fall in love with a ceramic tanuki statue.
