Urd awakens the mythical wolf Fenrir and attempts to use its destructive power while Belldandy and Skuld try and use a vaccine to delete the Ultimate Destruction Program.
Summary
A couple sails on a boat and take a look at Wolf Rock, a mound sticking out of the ocean which, on a full moon night like this one, looks like a wolf longing for the chance to break free and strike terror around the world. They then witness Urd suddenly appear above Wolf Rock and begin chanting for the wolf, Fenrir, to awaken.
While Belldandy and Skuld sense that Urd has already unleashed Fenrir, the Almighty communicates with them. He tells them that the Ultimate Destruction Program is now running and will execute its function, to destroy the Universe and return everything to the void. While he must preserve his strength to protect Yggdrasil, he instructs Belldandy, who dared to break her seal without permission, that she must now dare to protect Earth. To do so, he gives her a "vaccine" to delete the virus, an instrument that resembles a flute, but it only has one dose and he insists that the two of them read the instructions first before using it!
An American nuclear submarine named USS Sea Monkey detects an unknown object barreling toward them at ninety knots underwater and gets struck by it. The vessel flees the area, its captain believing they were attacked by the Russians. Meanwhile, Urd and Fenrir appear at the Maruhaku Messe convention center in Chiba Prefecture, but just as Urd tells Fenrir to feed off of dying mortals, the wolf gets distracted by a tossed bone and goes to fetch it, only to be led into a containment field trap by Belldandy and Skuld.
Belldandy attempts to drive the Lord of Terror's presence out from Urd, but she doesn't have enough power to do so. Then, Urd summons Mara and instructs her to pour all of her energy into Fenrir so he can break the containment field, knowing full well that doing so will kill her. Resisting the overwhelming urge to follow through with the order, Mara attempts to flee, only to get zapped in the back by Urd. Urd then brings out two connected spheres known as a matter transformer that contains Keiichi and a fly, threatening to combine the two unless Belldandy shuts down the containment field.
Belldandy does as she is told, and once Fenrir is free, Urd tells him to take all of her excess energy so that he can destroy Belldandy and Skuld. However, Fenrir instead takes all of Urd's energy and makes Urd fall to the ground unconscious. Belldandy frees a miniature Keiichi, while Skuld tells her that the energy from the Lord of Terror is gone, and Urd has turned back to normal.
While Belldandy is delighted that Urd wasn't actually the Lord of Terror, Fenrir begins speaking and declares that he is the Lord of Terror, as he and the Ultimate Destruction Program are one and the same. Before Fenrir can attack, Skuld plays the flute and unleashes the vaccine, the multi-headed Midgard Serpent.
With the battle seemingly won, Belldandy holds Urd in her arms and proclaims that the nightmare is over, but Fenrir disagrees, as he fights back and bites Midgard!
